A cooperative conception
The creation of a "Lieu d'Europe" is a project supported by civil society since the 1980s to promote the European ideal and the particular role that Strasbourg plays in the institutional landscape of Europe.
On the initiative of the City of Strasbourg, a wide consultation on this project is being carried out in 2009 with the European institutions, the national and regional authorities as well as the associations and the inhabitants of the European quarter. The project is part of the two successive triennial contracts "Strasbourg - European Capital" 2009 - 2011 and 2012 - 2014.
A concerted definition of programming principles
The Lieu d'Europe is managed directly by the City of Strasbourg. In order to maintain consultation with the various potential partners, an animation committee meets regularly to propose the main principles of the program and the highlights of the year. It also participates in the shared evaluation of the Lieu d'Europe.
The financial partners of the Lieu d’Europe
The renovation, extension and transformation of the former Villa Kaysersguet into Lieu d'Europe benefited from co-financing by the State and local authorities under the three-year contracts.
Domicile of several major European institutions, Strasbourg must assume obligations and bear loads of the level of those usually incumbent on a state capital.
To cope with those loads, the City and the Urban Community rely on the three-year contract system, which, without interruption since 1980, mobilizes the State, the Alsace Region and the Department of Bas-Rhin to support and reinforce Strasbourg's European functions.
Conscious of the contribution that the European functions of Strasbourg bring to the international influence of France and to the attractiveness of Alsace, the State, the City and Eurometropole of Strasbourg, the Department of Bas-Rhin and the Alsace Region renewed and confirmed in 2012 their commitments to the European role of Strasbourg.
The 2012 - 2014 contract has the following four objectives:
- Improving the accessibility of the parliamentary capital of Europe
- Developing the European influence of Strasbourg
- Increasing the vocation of a European city in the fields of education, higher education and research
- Reinforcing the European cultural influence of Strasbourg
The total amount of the 2012 - 2014 triennial contract was 244 million euros.
The project of Lieu d'Europe has successively been included into the two triennial contracts "Strasbourg - European Capital" of 2009 - 2011 and 2012 - 2014.
By registering the Eurometropole in the law of 19 December 2013 for the modernization of the territorial public action and the affirmation of the metropolis, the State guarantees the durability of the three-year contracts: "To ensure to the Eurometropole of Strasbourg the means of its functions as seat of the European institutions, conferred under the treaties and protocols ratified by France, the State signs with it a specific contract, called: "three-year contract, Strasbourg - European capital" "(Article 31) .
